摘要:
This paper examines an unintended consequence of China's straw-burning ban, a policy designed to reduce air pollution but inadvertently fostering insect habitats in accumulated crop residues, thereby affecting human health. Leveraging the policy's staggered implementation and a large hospitalization database spanning a broad geographic area (2011-2022), we employ a difference-in-differences (DID) approach to estimate its impact on insect-borne diseases. Our results show that the ban has increased hospitalizations and medical expenditures for insect-borne diseases by 60 to 180%, raising annual hospital medical costs by $280 million. Additionally, the policy led to a decline in cropland fires, a sharp increase in online searches for insect-borne diseases, and a reduction in cropland area. These findings highlight the need to incorporate ecological considerations into policy design and implement effective straw management strategies to mitigate unintended health consequences.

宋弘，复旦大学威尼斯金沙欢乐娱人城教授、博士生导师，新加坡国立大学经济学博士，入选国家级青年人才计划（2021）。研究领域为劳动经济学、发展经济学，论文发表于American Economic Journal: Economic Policy, Journal of Labor Economics，Journal of Development Economics, Journal of International Economics, 《经济研究》、《管理世界》、《经济学季刊》、《世界经济》、《金融研究》等国内外权威期刊。曾获张培刚发展经济学青年学者奖、洪银兴经济学奖、上海市曙光学者、上海社科新人、上海市哲学社会科学学术新锐奖、优秀成果奖等。多份资政专报被国家领导人批示，并被国家和地方政府部门采纳，担任Journal of Asian Economics, China & World Economy, 《世界经济文汇》等期刊副主编或编辑，曾获复旦大学教学创新大赛一等奖等。
摘要：
We conducted a randomized experiment on educational informatization in impoverished regions of western China, leveraging information technology to deliver high-quality instructional videos to rural primary school students. The study aimed to evaluate the impact of this intervention on student development, with a focus on both short-term dynamic effects and long-term outcomes over a three-year period. The experiment was designed with three distinct treatment groups: one receiving online education, another using recorded video lessons, and a third relying on traditional teacher-led instruction. We specifically examined how the effects of educational informatization varied across different student populations, subjects, and grades, as well as how it interacted with traditional teachers and teaching methods. The analysis establishes substantial heterogeneity in the effects of educational informatization. Additionally, we employed machine learning techniques to explore heterogeneity, seeking to investigate context-specific and personalized strategies for optimizing the effectiveness of educational informatization.
