李怀露，复旦大学威尼斯金沙欢乐娱人城副教授，波士顿大学经济学博士。她的主要研究方向包括犯罪经济学、公共经济学和劳动经济学，特别关注非法市场、价格歧视和激励机制设计等领域。她的研究重点是非法借贷市场。她的研究成果已发表于Journal of Financial Economics，The Economic Journal，Journal of European Economic Association，Review of Economics and Statistics以及Economic Inquiries等期刊。
摘要：
We investigate the underlying preferences and beliefs that shape the longstanding peer culture of is behavior in a Youth Reformative Training Center (RTC). The prevalent misbehavior in the RTC is not due to an inherent inclination among youths to commit institutional offenses, as a vast majority believe that such offenses are undesirable. However, most youths underestimated their peers’ support for positive behavior within the RTC. In a randomized control trial conducted at the population level, we deliver announcements in both a public/private setting to inform youths about the actual attitudes toward offenses. Our findings show that this intervention effectively corrected widespread misperceptions and significantly reduced the incidence of offenses within the RTC. This study offers a policy approach for uncovering and addressing the roots of social norms that may not align with private sentiments.

摘要:
Failing to account for the full complexity and costs of high-need populations in the risk-adjusted payment model for Medicare Advantage (MA) plans may create financial disincentives for plans to invest in comprehensive care for affected beneficiaries, aggravating health disparities. This paper leverages the introduction of Alzheimer’s Disease or Related Dementia (ADRD) Hierarchical Condition Category into MA risk adjustment in 2020 to examine its impact on healthcare access for beneficiaries with ADRD. Using 5,353 MA beneficiaries from Medicare Current Beneficiary Survey (2015–2022), we find that the revised risk-adjusted payment model is associated with a 6.6 percentage-point increase in reporting less trouble accessing needed care and a 9.2 percentage-point increase in reporting fewer financial problems paying medical bills among MA beneficiaries with ADRD. The association between the revised payment model and the satisfaction with access to specialists is marginally significant, with a coefficient of 4.0 percentage points. No significant association is observed for the satisfaction with the overall quality of care. These improvements suggest that refining risk adjustment model to better capture chronic and complex condition costs can better align MA plan incentives with vulnerable populations’ needs.
